When You Need Attestation

Use inside the UAE: foreign documents usually must be legalized by their home country and then attested by UAE MOFA.

Use outside the UAE: UAE-issued documents typically need UAE Notary (if applicable) → MOFA → destination Embassy/Consulate in the UAE (and sometimes a final stamp in the destination country).
